2]        Type"gpedit.msc"

3]        Go to "userconfiguration >administrative templates >desktop,
4]        At Right Side,

           "Remove Recycle Bin Icon From Desktop ” ,
             Double Click on it to "Check It" it.

• For XP (Home)

1]         Just Modify the following Registry,


             HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel
